Access Levels for Public Officials

ACCESS TO OFFICIAL: Access levels are categorized to reflect the different groups of professionals within the public sector.

Level A: Senior Professionals

This level includes titles such as doctor, lawyer, and architect. Positions offered are typically at a high level of responsibility.

Level B: Administration Technicians

This level includes engineers, graduate diploma holders, and technical architects. They form the management body of the civil administration of the state.

Level C: Administrative Staff

This level includes bachelor’s degree holders, FP second-level graduates, and those performing administrative work.

Level D: Auxiliary Staff

This level includes graduates and FP first-level graduates who serve in auxiliary roles.

Level E: Support Staff

This level includes those with a School Certificate, Junior qualifications, guards, custodians, and janitors.

Disciplinary Actions

Disciplinary actions are categorized by severity:

Very Severe

  • Failure to meet the duty of loyalty to the constitution in the exercise of public function.
  • Discrimination based on race, sex, language, religion, or other personal or social circumstances.
  • Abandonment of service.
  • Adoption of illegal agreements or demonstrations causing serious prejudice to the administration.
  • Unauthorized publication or use of official secrets.

Serious

  • Disobedience to superiors.
  • Abuse of authority of office.
  • Serious harm to premises.
  • Unjustified breach of opportunities.
  • Serious disruption of service.

Minor

  • Non-attendance for a day without justification.
  • Incorrect behavior with the public, superiors, peers, or subordinates.
  • Negligence in the exercise of functions.
  • Failure to comply with duties and obligations that do not qualify as very serious.

Economic Situation and Special Services

Special services are defined as:

  • Assignments exceeding six months.
  • Appointments by Autonomous Government members or senior officials.
  • Elections by general courts to constitutional bodies.
  • Secondment to the Constitutional Court or Ombudsman.
  • Serving as a representative or senator of the general courts.
  • Appointments to political positions resulting in incompatibility for holding public office.

The time spent in special service situations is computed, and remuneration is received for the post or cash equivalent.

Leave Policies

Childcare Leave

  • Employees are entitled to a period not exceeding 1 year to care for a relative in their charge up to the 2nd degree of consanguinity.
  • A new cause for leave at the beginning of the same period will end the current leave.
  • If two employees are entitled to leave for the same reason, the Administration may limit simultaneous leave based on justified operational grounds.
  • The time spent in this situation will be computable for seniority.

Voluntary Leave

Effects:

  • May be granted for family reunification with a minimum of 2 years and a maximum of 15 years for staff members whose spouse resides in another town due to obtaining a permanent job.
  • May be granted when requested for particular interest by assigned officials.
  • No salary will be paid, and the time will not be computable for seniority.

Incentivized Leave

  • For officials involved in a redeployment process.
  • For those expecting forced landing following the application of an employment plan.
  • Duration of 5 years, preventing work in the public sector.
  • Entitlement to a monthly remuneration on a regular basis, excluding additional payments.
