The Public Sector in the Sports Industry: A Comprehensive Overview
SECTOR: All businesses and/or institutions that conduct the same economic activity, in this case, the sport. PUBLIC SECTOR: We list the set of administrative agencies through which the state plays, or enforces the political will expressed in the fundamental laws of the country. This classification includes within the public sector: The Legislative and autonomous public bodies, institutions, companies, and individuals engaged in economic activity on behalf of the State who are represented by the same, i.e., covering all the activities that the State (local and central administration) owns or controls.
National Rules.
1. The Spanish Constitution of December 27, 1978. The public authorities shall foster health education, physical education, and sport. Also, facilitate the proper use of leisure.
2. The Law 10/1990 of October 15, Sport.
Sport, in its many and varied manifestations, has become in our time one of the most established social activities with the ability to mobilize and convene.
Sport is a fundamental element of the education system, and its practice is important in maintaining health and, therefore, is a social imbalance correction factor contributing to developing equality between citizens, creates habits encouraging social inclusion, and also promotes team practice and solidarity. All this makes sport a determinant of quality of life and the active and participatory use of leisure in contemporary society.

The Sports Council: Is an autonomous administrative agency under the Ministry of Education and Science, through which it exerts the action of the State Administration in the field of sport.
Sports Department Autonomy
The autonomous communities have wide powers in relation to sport, the result of the uniqueness which the Statute of Autonomy gives them, which makes it useless to make a list of its various functions. However, they may be cited as the main ones listed below:
- Promotion and development of sport at various levels
- Sport Management
- Management of sports services themselves
- Recognition and protection of federations and sporting bodies.
- Financing of federations and sporting bodies
- Organization of territorial competition
- Construction of sports facilities
- Exercise of the functions of inspection and sanction
- Establishment of sports qualifications
- Promotion of sports research.
Local Government Services: The Decree of June 17, 1955, approves the regulation of local services that say they are “local public services since they tend to achieve the objectives described as the competence of local authorities” that may be managed directly or indirectly, except those involving the exercise of authority, which necessarily have to be provided directly.
The consortia Local corporations can form consortia, which shall have legal personality, other public authorities for purposes of common or private nonprofit to pursue public purposes concurrent with those of public administrations.
Direct management of the Services, this means that to provide the services within its competence made by the local authorities themselves or mediating agency exclusively dependent on them. The forms of direct management are:
Concession management company, Concert, Leasing, a corporation legally constituted cooperatives, whose capital is only partially belongs to the local authority.
Basic standards in the management of local services for sports, the most important rules: Law 7 / 1985 of April 2, regulating the Rules of the Local. Services of the Universities: The Organic Law 11/1983 of University Reform, confirming the same trend, endowed universities in the context of Article 27.10 from the Constitution, laying stable autonomy of universities, full capacity development, including skills pray, politics, sports enthusiasts can work out in their own quarters.
According to regulations, to the universities themselves, through “organizational structures they deem appropriate, it is for the promotion of sport and physical activity within their own community.”

The University Council, as the highest organ of the academic ladder, has a key role in the management, coordination, and planning of academic performance.
And finally, we must mention the Spanish Committee of University Sport (CEDU), which was created in 1988 as a collaborative body of the Sports Council, has the participation of all previous institutions and performs a coordinating role of the university and competitive activity Advisory Council itself.
