The Government and Parliament in the Canary Islands: A Comprehensive Guide

The Government

The Government is the executive branch of the government, while the Parliament is the legislative branch. In the Canary Islands, the executive power is held by the Governing Council, whose members are called directors.

The current statute of autonomy establishes a limited number of directors, which is 11, and a maximum of 10 porters. The vice president is responsible for a concierge and cannot have it but have it. The vice president is Soria and has the Ministry of Economy and Finance. The statute requires that there is a vice president, unlike other communities.

One of the issues being considered in the new reform is to remove that limitation. As for the practical organization of porters, the French administrative system continues.

Hierarchy of the Spanish Government

The hierarchy of the Spanish government (in Madrid) is as follows:

  • Minister
  • Secretary

The minister and secretary have jurisdiction throughout the State, but the Secretary of State is only dedicated to their specific issues.

Hierarchy in the Canary Islands

In the Canary Islands, the equivalent of the minister is the Minister, then the figure equivalent to deputy secretary general would be the technical secretary, who must have in every counseling and then would come the deputy. For example, the Ministry of Education has a technical secretary and deputy general culture and sport.

Note that unlike the Spanish hierarchy, in the Canary Islands, there are ADGs and it goes directly to services.

Form of Government of the Canary Islands

The Parliament controls the government. The majority of Parliament is the government. It is different that the government is a party that is two, there may be critical between the two but not to the point of breaking the government.

The Government is chosen through the inauguration, the first round is won by an absolute majority and the second round by simple majority. (ELECTIONS WHEN WE CHOOSE NOT TO GOVERNMENT OF PARLIAMENT AND IN A SECOND PHASE IS ABOUT PARLIAMENT VOTES TO THE GOVERNMENT, THAT IS, IS A CHOICE OF SECOND DEGREE. THIS ELECTION IS CALLED ENDOWMENT). It is the same in Canarias in Madrid.

Once the Government is government, there are two control procedures:

  1. The issue of trust: it is a question made by the Government to Parliament, the initiative comes from the Government.
  2. The notion of censorship: the Parliament takes the initiative. It is sometimes used to force the government to enter into debate or media. Earn an absolute majority. When in motion the notion of censorship can not be stopped, you can not raise the issue of trust, this would in our case.

Is the Parliament depends on the government?

In Madrid and other communities if the government can shorten the legislature but had not passed the age of 4, but not in the Canary Islands.

In Madrid, the government will be dissolved and early elections. That in the Canaries can not do, is one of the limitations of the Canary Islands, the Government can not dissolve parliament. Elections in the Canaries are a fixed date. When running a notion of censorship, the government can not dissolve or implement the issue of trust. This limitation exists because the statutes Canary primitive all regions which were for the 143, could not dissolve.

The Chapter

Born in July 1912, is a “law of Town.” Confusion with the name is in the Absolute State and the State Police (both known as the Old Regime), the State Administration of municipal councils meant. And what we now call the aldermen aldermen were. Each Canary Island, in the old regime, was a municipality. Each island depended on the council. The current chapters are called island councils.

In the Old Regime the Canary Islands were divided into two groups:

  • Royal Islands: directly under the king. The authorities in the islands had depended on the crown. The islands were re royal Tenerife, Gran Canaria and La Palma (the larger islands).
  • Island Manor: Here we would find Fuerteventura, Lanzarote, La Gomera and El Hierro. In the Old Regime, was an institution were the estates were gentlemen aristocrats who had real power over the island, that is, the power of the crown was not straightforward.

This situation lasts until the rule of law. Just the difference between islands and establishing an administrative division. All the state tends to be divided into provinces (copy the French model). Then comes a new stage for the Canary Islands because it is in the situation of choosing between one or two provinces and chooses to have one but the problem was, what capital?

The first capital was Las Palmas de Gran Canaria for Tenerife and La Palma were unconquered. When both are conquered begin the dispute between the major islands, depended on the crop. Eventually the island was more powerful and choose Tenerife Santa Cruz de Tenerife as capital. This brings problems of rivalry between the two islands which leads to today as the island dispute.

The provincial division becomes final in 84. In this provincial division arises the same thing, Santa Cruz de Tenerife is the capital. The lagoon is marginalized because it was the capital of the island at that time. All the fighting lasts throughout the nineteenth century, more and more in Las Palmas were two movements, it was The claim for the Canary Islands or raise capital division of provinces. They begin to consider alternatives to the provincial division and administrative changes, parties begin to appear. The question then retrieve the councils but with other functions (July 1912), a chapter on each island over the municipalities, local corporations are now called Island Councils with the idea that the provincial division is divided, the last was The Iron in 1916.

Province

Birth of the rule of law. In France, called departments. The Spanish provinces are called by the capital, except the province of Las Palmas and it is not Las Palmas de Gran Canaria. Have been much discussed but the province is an institution that takes many lives. In some communities are considering disposal. To suppress the province have to modify the constitution. In the Canaries, the province is a ghost entity because the governing body of the province is the inter-provincial association (in the Peninsula is the county council). In the Canary Islands there are two associations, one in Tenerife and one in Las Palmas. In the Canaries, has to exist because it protects the constitution. The partnership is composed of the presidents of the councils and has no budget, nor powers, nor wealth.
