Family Support Program
This program addresses comprehensive social intervention and may provide preventive actions targeting specific households at risk. Family violence is considered as any act or omission of a family member to another, with negative consequences that result in physical, mental, or developmental harm.
Programs for Juvenile Offenders
The aim is to facilitate the implementation of measures ordered by juvenile courts by funding programs for the implementation of alternative measures to detention and training of professionals involved in the implementation of programs with juvenile offenders. The programs are presented by the CCAA, who will assume the responsibility for funding in an amount not less than 50%. The distribution criteria are:
- Population aged 16 and 17 years (80%)
- Dispersion (1.5%)
- Large cities (1%)
- Number of files opened in Office (12%)
- Surface (5%)
- Island (0.5%)
Experimental Projects in the Field of Abused Children
The goal of these programs is to improve the quality of the protection system for children in social difficulties, especially in situations of child abuse. The programs must be innovative, experimental, and research-based. They should address some of the following areas and activities:
Programs for Early Detection and Care for Families at Risk
These programs focus on the first moments of a child’s life, even pre-birth, and involve health, educational, and social systems, as well as State Security Forces.
Care and Treatment for Families in Situations of Child Abuse
The program objective is the incorporation of the child into their extended family from situations of detention or foster care.
Action Plan for Seniors 2003-2007
Collaboration is articulated through the following actions:
- Construction, adaptation, or conversion of residential places or Day Care centers for permanent or temporary accommodation of older people affected by serious problems of personal autonomy or persons suffering from Alzheimer’s and other dementias.
- Construction or adaptation of small living units, accessible and usable, for older people with limited personal autonomy and/or serious family problems of isolation or persons suffering from Alzheimer’s and other dementias.
- Maintenance of assisted places in residential (permanently or temporarily) and Day Care centers and alternative accommodation, giving priority to those people affected by Alzheimer’s and other dementias.
- Maintenance of programs and services for Alzheimer patients and other dementias.
- Financial support for the care of dependent elderly in order to facilitate their stay in the home.
The profile of needs of users of these programs is mainly social, so coordination between the social and health systems is necessary to ensure any level of care. For the selection of projects, the following are taken into account:
- Very aged population or less provided such services.
- Spaces created in residential accommodation or alternative, integrated into the social environment, tailored to the characteristics of people and the potential for socio-health coordination.
- Adaptation of facilities to the criteria in terms of location, accessibility, size, resource optimization, and reduction expenses.
The allocation criteria will be:
- Population over 65 years (20%)
- Population aged 80 years (60%)
- Inverse relationship to the residential places available (15%)
- Dispersion (1%)
- Insularity (1%)
- Surface (1.5%)
- Large cities (1.5%)
Action Plan for People with Disabilities
This plan aims to boost the socio-rehabilitation of children, youth, and women with disabilities and comprehensive care of adults with severe disabilities or chronic disabling diseases, supporting family carers with disabled dependents. The projects will be selected jointly by the Ministry of Labor and Social Affairs and the CA shall comply with the following priorities:
- Developing innovative social health projects in the field of home care, day and residential care for women with disabilities, people with severe brain damage and other groups with severe disabilities.
- Support for family carers of people severely affected for the incorporation of technical services and technology support at home and for the development of information services, counseling, care training, mutual aid activities, or support to parent families.
- Development projects and activities aimed at promoting competition and autonomy of people with severe disabilities.
