School Governance and Management Structure

MANAGEMENT TEAM

The Executive Body of the school’s government.

Composition

Composed of the director, head teacher, secretary, and other members as determined by education authorities. The composition may vary depending on the specific unit or center.

Powers of the Director

  • Represents the center and educational administration.
  • Directs and coordinates school activities.
  • Exercises educational leadership.
  • Ensures compliance with the law.
  • Acts as the head of personnel assigned to the center.
  • Promotes coexistence within the center.
  • Promotes collaboration with families.
  • Promotes internal evaluations of the center.
  • Convene and preside over academic events.
  • Carry out the procurement of works, services, and supplies.
  • Propose to management the appointment and dismissal of members of the management team.
  • Any other functions entrusted by the administration.

Requirements to Become a Candidate for Director

  • Having at least five years of experience as an officer.
  • Having directly and officially lectured for five years.
  • Being in service at a public school, with at least one full academic year of service at the chosen school.
  • Submitting a project outlining objectives, lines of action, and evaluation methods.

Head Teacher and Secretary

Both are teachers and civil servants in active service and assigned to the school.

Powers of the Director of Studies

  • Exercises the role of head teacher in all matters related to the academic regime.
  • Replaces the director in their absence or illness.
  • Coordinates academic activities, including additional guidance for teachers and students, the PCE (Curricular Project of the Center), and PGA (General Programming of the Classroom).
  • Develops academic schedules for students and teachers.
  • Coordinates the work of cycle equipment.
  • Coordinates and directs the work of tutors and teachers guiding the center.
  • Coordinates development activities and teacher training.
  • Organizes academic events.
  • Encourages participation from different sectors of the school community.
  • Participates in the development of the educational project and PGA.
  • Promotes coexistence within the center.
  • Organizes the attention and care of pupils during recess periods.
  • Any other functions as entrusted by the director.

Powers of the Secretary

  • Manages the administrative aspects of the center.
  • Acts as Secretary of the collegiate bodies of central government, keeping records and attesting to agreements.
  • Custodian of the books and records of the center.
  • Issues certifications required by authorities and stakeholders.
  • Performs general inventory and updates for the center.
  • Safeguards and provides for the use of media, computer, audiovisual, and educational materials.
  • Exercises leadership of administrative and service personnel attached to the center.
  • Prepares the draft budget for the center.
  • Manages the economic system of the center.
  • Participates in the development of the proposed educational project and PGA.
  • Ensures the maintenance of the center’s materials.
  • Any other duties assigned by the director.

Collegiate Bodies of Government (Participation)

SCHOOL BOARD

A body for the participation of different sectors of the educational community in the government, control, and management of the school.

Membership

  • Center Director
  • Director of Studies
  • A council member or representative of the council
  • A number of teachers, elected by the faculty, which may not be less than one-third of the total.
  • A number of parents and students who may not be less than one-third of all members of the board.
  • A representative of the administration.
  • The school secretary, who shall act as secretary of the council.

Powers of the School Board

  • Approve and evaluate projects.
  • Approve and evaluate the PGA.
  • Meet with candidates for leadership positions.
  • Participate in the selection of the director.
  • Decide on the admission of students.
  • Determine the resolution of disciplinary conflicts.
  • Propose measures and initiatives to promote coexistence within the center.
  • Promote the conservation and renovation of facilities.
  • Set guidelines for collaboration with local governments.
  • Analyze and assess the overall functioning of the school.
  • Develop proposals and reports.
  • Any other powers conferred by the educational administration.

SCHOOL FACULTY

A body for the participation of teachers in the central government, responsible for planning, coordinating, reviewing, and if necessary, deciding on all educational aspects of the center.

Skills

  • Develop proposals for projects and PGA for the center management team and the school board.
  • Approve and evaluate the curriculum.
  • Set policy guidance for tutoring, assessment, and recovery of students.
  • Promote initiatives.
  • Choose representatives on the school board.
  • Meet with candidates for leadership positions and review their projects.
  • Analyze and assess the overall functioning of the school.
  • Inform about the rules of organization and functioning.
  • Determine the resolution of disciplinary conflicts.

TEACHING COORDINATION BODIES

Pedagogical Coordination Commission

Composition

  • Director
  • Head of Studies

Responsibilities

  • Establish guidelines for the preparation and review of the PCE.
  • Oversee the preparation and review of the PCE.
  • Develop the proposed organization of educational guidance and action plan for tutorials.
  • Develop proposals for curricular adaptations.
  • Propose to the faculty the overall planning of evaluation and assessment.
  • Propose to the faculty a plan to evaluate the PC (Curricular Project) of each stage.
  • Encourage the evaluation of all activities and projects of the center.

Cycle Teams

  • Formed by all teachers who teach in a specific cycle.
  • Bodies in charge of organizing and developing the teachings of the cycle under the supervision of the head of studies.
  • Each team is headed by a coordinator.
  • Serve for one academic year.
  • Appointed by the director.

Skills

  • Make proposals on the development of the educational project and PGA.
  • Develop proposals on the development of PCE.
  • Maintain up-to-date teaching methods.
  • Organize and conduct follow-up and evaluation.

Responsibilities of the Cycle Coordinator

  • Participate in the development of the PCE.
  • Coordinate functions of mentoring students of the cycle.
  • Coordinate teaching within the cycle according to the PCE.

Tutoring

  • Part of the teaching function.
  • Each tutor group has a teacher designated by the director, based on the head of studies’ proposal.
  • The tutor is the group leader, both educationally and legally.

Duties of the Tutor

  • Participate in developing the action plan for tutorials and guidance activities.
  • Coordinate the process of student assessment.
  • Address the learning difficulties of pupils.
  • Facilitate the integration of students into the group and their participation.
  • Guide and advise students.
  • Work with the guidance and educational team.
  • Address the issues and concerns of students.
  • Inform parents, teachers, and students of the group regarding activities and academic performance.
  • Facilitate educational cooperation between teachers and parents of students.
  • Provide care and supervision for students during recess.
