Minimum Insertion Income (RMI)
The Minimum Insertion Income (RMI) is an economic service that ensures individuals have the means to meet the basic needs of life when they cannot obtain a job, pension, or social protection benefits. Each Autonomous Community determines its own rules, but the characteristics of the RMI and the requirements to apply are similar.
Requirements for RMI
- Census in the Autonomous Communities and continuous residence in the year preceding the application.
- Must be aged between 25 and 65 (in some communities, it may be less than 25 years with a grave situation of social exclusion or over 65 without a pension or public service).
- Establishment of an independent home some time before (6 months to 1 year).
- Lack of adequate financial resources to meet basic needs (usually, the minimum income threshold corresponds to the amount of the RMI).
Benefits of RMI
- Economic performance: The amount varies in each autonomous community and depends on the number of household members and special family situations (minor children, children with disabilities, single parents).
- Non-economic benefits:
- Access to job training programs.
- Information and guidance to find social services.
- Custom insertion itinerary.
Obligations of RMI Beneficiaries
- Using the allowance for basic needs.
- Schooling for children in compulsory education.
- Participating in training activities and job placement.
- Communicating changes in the household situation (number of members or obtaining other income).
If income is equal to or greater than the RMI, support is lost.
Inclusion Income
An economic aid package aimed at providing minimum subsistence and integration into the labor market.
- Active insertion income support at the statewide level.
- Minimum insertion income support at the regional level (each autonomous community has its own rules but shares common characteristics).
- Last level of worker protection.
Long-Term Unemployed (RAI) Program
A program aimed at increasing the chances of returning to the labor market for certain groups of unemployed individuals with special financial needs and difficulty finding employment. It includes re-employment measures and economic benefits (long-term unemployed, RAI) managed by the State Public Employment Service.
Requirements for RAI
- Be over 45 years old.
- Registered with the employment office for a year or more.
- Not entitled to unemployment benefits.
- Financial need (lack of monthly income higher than 75% of the minimum wage).
- Have not been a recipient of the RAI in the last 12 months.
There are special considerations for beneficiaries with disabilities, returnees under certain conditions, and victims of domestic violence.
Program Benefits

Measures to reintegrate into the labor market:
- Individualized tutoring.
- Personal insertion plan based on worker training.
- Management of placement offers.
- Incorporation into employment plans and/or training (FIP, employment workshops, counseling for self-employment).

Economic benefit:
- The worker begins to receive it upon joining the program.
- The maximum duration of support is 11 months.
- In 2011, it was 426 euros per month.
Individuals can participate in the program a maximum of 3 times. If income exceeds the minimum, they are still allowed to receive the aid. To avoid discouraging entry into the labor market, the RAI is compatible with:
- Part-time paid employment: The rent is reduced in proportion to the time worked, extending the time of perception of income proportionally.
- Self-employment or full-time employment: Perception of 25% of income for up to 6 months.
