Duties of the Vice President of the Institute

Article 31: Duties of the Vice President of the National Institute of Land Transport

The duties of the Vice President of the National Institute of Land Transport are the following:

  1. Cover temporary and absolute absences until the reappointment of the President of the Institute.
  2. Represent the President of the Institute in any event, by their designation.
  3. Collaborate with the President of the Institute in the implementation, monitoring, and control of the land transport sector policy issued by the National Executive.
  4. Collaborate with the President of the Institute in the implementation and enforcement of acts of general or specific purposes of the directory.
  5. Coordinate cross-cutting policies with the other organs of public power.
  6. Report to the President of the Institute on Control System Performance Evaluation Management.
  7. Coordinate projects and prepare annual management reports and statistical bulletins for the revision of the President of the Institute.
  8. Participate in the formulation and monitoring of the communication strategy with the aim of contributing to the projection of the right image of the Institute.
  9. Other duties assigned by the President and the Board.

Classification of Vehicles

Article 45: Vehicle Classification for the Purposes of this Act

For the purposes of this Act, land transport vehicles are classified as:

  1. Non-motorized or animal traction.
  2. Motorized.
  3. Machinery and equipment likely to travel.

The types and specifications of the vehicles are governed by the provisions of Standards of the National Quality System and the Regulation of this Law.

Provisional Permit

Article 62: Provisional Permit for Vehicles Without Plates

The National Institute of Land Transport will grant a temporary permit for the movement of vehicles that do not carry identifier plates, for a period of thirty (30) days, renewable.

Licensing of Diplomatic and Consular Officials

Article 69: Driving Licenses for Diplomatic and Consular Officials

Diplomatic and consular officials accredited in the country may be licensed to drive, provided there is reciprocity in accordance with the provisions of existing international conventions. The conditions and requirements are set out in the regulations of this Law.

Suspension, Cancellation, and Revocation of Driving Licenses

Article 70: Suspension, Cancellation, and Revocation Procedures

Driving licenses may be suspended, canceled, or revoked by the competent administrative authority that issued them or the entity having jurisdiction on the grounds provided for in this Law.

They shall be declared invalid if they have been granted under a flawed measure because of defects so essential to their validity, or lack of substantive requirements. They will be revoked when there occurs impairment that will incapacitate physically, mentally, or legally the holder to drive vehicles, and any other under the chapter on administrative penalties, and will be suspended in the cases provided for in this Law.

Regulation of the Use of Obstacles on Tracks

Article 78: Regulation of Obstacles on Public and Private Roads

The use of obstacles that prevent free movement or pose security risks to users on public or private roads for public use in the country is regulated in accordance with the provisions of the Regulation of this Act.
